Give the money or Gorky will be ours again: Russia
Here is a recent statement(warning!!!) from the Russian Sevmash shipyard director Nikolai Kalistratov through RIA Novasti to India.
It was said last week that Vikramadithya will be delayed until 2012 for sure as its construction works are still pending. In december later this year, Launching of Vikramadithya is scheduled. After the launch she will be moored to a dock for further refit and construction. Today the chief of Sevmash Shipyard told the Russian News agency RIA Novasti, that the ship will be completed in 2010 and its aircrafts will be tested in barrents sea in 2011 and delivery to Indian Navy will be in 2012. All this will happen only if India accepts to pay the additional $2 billion US dollars. Otherwise the ship will be transferred to Russian Navy.
“If India does not pay up, we will keep the aircraft carrier,” he said.
He further added that almost 49% of Vikramadithya was completed.
But here in India, recommendations of Ministry of Defense to pay additional $1.2 billion US dollars for Russia has been denied by the Finance ministry for the second time. As the heat goes on, a doubt of delay of Gorky has been changed to a different one.
Will Vikramadithya ever comes to India or will stay as Admiral Gorshkov????

Sorry for a delayed response. I am usually off in weekends. Yes, absolutely possible. Anything is possible only when both these govt talk and resolve on the issue before it gets hot. All these days the issue was just delays and financial problems and stuffs. But now its starting as a forest fire. Before its getting bigger, India should involve. Because more than a defense asset, Vikramadithya, an aircraft carrier is a matter of pride thing for any developing nation like India. Just think of a scenario that it again goes as Gorkshkov after a decade of waiting. How weird it will be and how bad it will be for Indians. Only thing that shuld happen immediately is India should react.

v intially paid $ 800 million for refit and now russians want $ 1.2 billoion and the sum will b $ 2 billion so it is still half the price of new carrier so whats wrong in paying more money
finance ministry waved loan of worht $ 15 billion and 6 th pay commission and many more thing to fetch votes for next elections and thats what they care about but not for navy
loosing gorshkov is not acceptable now and this ship ship still cost half the price of new one after paying $ 1.2 billion
and for akula
problem with the russian lease of
nuke sub to india is that nuke subs can’t b transfered to other countries and if russians and indians publically acknowledge it there r fears that other nations will make fuss over it so better is to deny such comments and keep things in wraps and thats what india and russia is doing
it may happen that first russian navy first commission it and then it transfer it to indian navy \\
and also russia doesn’t want to loose one of its biggest arms buyer too

US sometimes even refuses TOT for small things even with its closest ally UK
and israel ,austalia,s.korea and japan r not even allowed to buy except from US and that even at hefty price
but v also have things in our sleeves to play hard with russia like if they want future contracts like MRCA,AERIAL TANKER,P17A,6 DIESEL SUBS CONTRACT,PAK FA,FUTURE TANK FOR ARMY,200 LIGHT HELICOPTER CONTRACT AND MANY MORE or not so deliver nuke subs and gorky at decent price and honour the present contracts
but russian have similar problems with chinese as well

well, yes there are some wrong data in that article. Where as former Naval Chief Adm Arun Prakash considers this as a Blackmailing from Russian side. But he was the one who desperately needed gorrky for India during his tenure. Finance ministry is just doing its job and can be over driven anytime by a nod from PM. India will not let Gorky go off just like that. It is just a game of politics. If it doesnot happens and India accepts whatever pric hike they say, then it will not be good for future Indo-Russian defense procurements. Vikramadithya will be ours soon. Dont worry folks.
One more thing that India is fortune enough is the economic condition of our major Arms supplier. They are not in good condition to control their market. The buyer India is controlling its market, when considering the Indo-Russian partnerships. India ’s policy is Make hay while the Sunshines. But in the case of America, it is suppliers market. They can do whatever they want. Price is fixed by them and they have all the rights to control it. Thats why India fears having defense deals with America. But america always try to pull India as their customer by showing glamorous deals such as USS Kitty hawk, which India always avoid wisely. But things will not be same as like this. When Russia stand up from their economic pull-backs in future, things will happen against India like what america is doing to the other nations. Only solution for this not to happen is promoting indigenous works in-land sooner. Nobody can control indigenous works whatsoever.
As far as Nerpa is concerned, you are right. Transferring a Nuke-sub is not an easy task as an aircraft carrier. It has to be approved by nuclear advisory committees. and there are lot of pacts which can put thrust on such transfers.

and if v have paid money to russians for akula then akula will b inducted sooner or later for sure
in gorky all hardware is new except hull and sea trials will cost as much as sea trials for new ship and
labour cost on this ship cost as much as 70% which is required to build a new ship because all other systems r new and the new shaping of landing deck was required,hull strenghtning is required and after that fitting new engines ,boilers,elevators,aircondtioning and heating,water supply and plumbing ,wiring and electrical systems,combat systems,arresting wires,residential parts of ships,radars and other electronics all this takes time and all this is also required in a new ship
thats y they r asking more money the intial $800 million just seems to b unrealistic and if the cost increase settles down at around $ 1.5 billion then it will not b bad and v don’t know how long ADS will take to build more realistic time for ADS is 2016/17 not before that

It is better for India to take the price hike, go for the new deal and get the gorky as soon as possible.
Otherwise there is no way other than going for Kitty Hawk, which is “too old and too big”(as per Adm Arun Prakash)

AND ALL ABOVE things i mentioned costs much more than carrier but for some reason our govt. not playing hard ball with russians just tell them if they want any of these tender give gorky at decent price or they lost all these contracts
